Nuisance Abatement Program

Quality of Life

Public nuisances occur when the activity or operation of an establishment results in a flagrant violation of the City of Rochester’s Penal Law or Municipal Code provisions. It is the position of the City of Rochester that such nuisances substantially harm quality of life, the environment, commerce, property values, public health, safety and welfare. The Mayor and City Council established the Nuisance Abatement Program as a means to identify and remedy such public nuisances.

Nuisance Advisory Board (NAB)

The Nuisance Advisory Board (NAB) will oversee the process of reviewing and hearing nuisance cases submitted for review from the City’s Neighborhood Service Centers. NAB Hearings take place monthly either online or at City Hall, 30 Church St.

Strategic Community Intervention (SCI) Nuisance Abatement Process Evaluation

The City of Rochester entered into a contract with Strategic Community Intervention (SCI) to conduct a thorough review of its Nuisance Point Abatement program, which was established under the authority of Section 3-15 of the City Charter.

The report resulted in the following changes in the Nuisance Point Abatement process.

  • Nuisance point information is now available online. The new data presented indicates whether a property has had nuisance points issued within the past year; what nuisance offense occurred and when; the number of points the property has accumulated in the last 6 and 12 months; and whether any of the following actions have occurred: a nuisance warning meeting; an acceptable resolution plan has been submitted; whether the City has initiated a legal action against a property; or whether the property was closed down. Find the information here >>
  • A nuisance activity map provides access to all nuisance cases and relative information on a citywide basis. This information will help the public and City employees assess nuisance property data for any geographical area and extract the data into a spreadsheet for analysis and reporting. View the map here >>
  • Building Blocks. The City utilizes BuildingBlocks software to integrate a variety of data sets, including Nuisance Points, related to the various activities associated with vacant and/or potentially problem properties. View Building Blocks here>>
