News Release - Curtin Tapped as City’s Next Corporation Counsel Brian Curran Retiring as City’s Top Lawyer

(Tuesday, Dec. 12, 2017) – Mayor Lovely A. Warren announced today that the City’s Corporation Counsel, Brian Curran, will retire from his position on December 31, 2017. The Mayor appointed Mr. Curran to the position in 2015 and during that time, he has provided steady leadership overseeing the City’s legal matters. Tim Curtin, current Deputy Corporation Counsel, will be appointed to succeed Mr. Curran effective January 1, 2018.

“Tim Curtin will be an excellent Corporation Counsel and is the logical choice to succeed Brian Curran,” said Mayor Warren. “Brian will be sorely missed at City Hall and, while I am happy he will enjoy a well-deserved retirement, I will particularly miss his service. I could always count on Brian to provide sound advice on important legal matters and I greatly appreciated that he always put the interests of the citizens of Rochester first. I know Tim Curtin will be a solid addition to my senior management team and provide experienced leadership for our Law Department.”

Mr. Curtin served as Bond Counsel to the City of Rochester from 1994 to 2015 when he was appointed Deputy Corporation Counsel by Mayor Warren. Curtin also previously served as Bond Counsel to the Rochester Housing Authority and the County of Monroe Industrial Development Agency. Curtin received his Juris Doctorate from Seton Hall University School of Law.

Curran was a Rochester City Councilmember from 1994 to 2005 and Deputy Monroe County Executive from 1988 to 1991. Prior to returning to City Hall in 2014 as Deputy Corporation Counsel, Curran was legislative director and counsel for SEIU Local 200 United and the New York State Public Employees Federation.

The Corporation Counsel is the head of the City’s Law Department. The Department is staffed by a team of specialized attorneys, paralegals and administrative personnel who attend to the City's legal business. The Department provides legal advice to City Council, the Mayor, City departments, boards and agencies. It prepares and interprets contracts and assists in labor negotiations and collective bargaining. It drafts local laws and ordinances, reviews proposed N.Y. State legislation affecting the City and researches N.Y. State and federal legislation. It handles acquisition, management and disposal of properties and represents the City in civil, criminal and bankruptcy proceedings. It also implements legal remedies to address quality of life and nuisance abatement issues.
