Request for Proposals issued for 4752 Lake Avenue

(Friday, October 12, 2018) – Mayor Lovely A. Warren announced today that the City has issued a Request for Proposals (RFP) seeking a private partner to leverage the City’s investments at the Port of Rochester Marina by developing the property adjacent to the Marina.

“The Marina at the Port of Rochester has put our city on the map of Great Lakes destinations and establishes a true Port of Opportunity at the meeting place of the Genesee River and Lake Ontario,” said Mayor Warren. “With the help of our partners in the Charlotte community, we are leveraging the value of the new waterfront amenities we created adjacent to the Marina to transform this part of the city into a year-round destination. The Port of Rochester plays a major role in our efforts to create more jobs, safer/more vibrant neighborhoods and better educational opportunities.”

The RFP issued today seeks a private developer for the vacant 2.8-acre City-owned waterfront parcel at 4752 Lake Ave. The site is primed for redevelopment with the completion of $27 million in public improvement projects, which include the adjacent new 84-slip Port of Rochester Marina and riverfront promenade; reconstruction of North River Street; improvements to the Port of Rochester Terminal Building and new pedestrian amenities.

The Development at the Port of Rochester is guided by over two decades of planning as reflected in the City’s Local Waterfront Revitalization Program. The program includes recommendations to transform the area’s extensive and unique waterfront resources and historic and cultural assets into regional tourism destinations that maximizes economic, environmental and recreational benefits for the entire community.

The RFP includes a Vision Plan prepared by the Charlotte Community Association (CCA) through a charrette and visioning process facilitated by the Community Design Center of Rochester. The CCA welcomes all responding developers to contact them to discuss redevelopment opportunities identified during the charrette and visioning process.

The CCA issued a statement in support of the RFP: “The Charlotte community is very excited to share its vision for a new Port of Rochester that is unique, progressive and magnetic as a year-round natural oasis accessible to all.”

The Port of Charlotte Merchants Association also issued a statement of support: “We are excited to bring more businesses to this area that can help support each other and create a real year-round destination. There is so much potential here.”

Port of Rochester Marina General Manager Marianne Warfle said: “The Port of Rochester Marina has generated a huge interest from the Great Lakes boating community. I look forward to seeing development that will provide more reasons for boaters to visit Rochester.”
