
The Rochester Literacy Movement was launched by Mayor Duffy at the beginning of his first term as a way to engage the community in the effort to make Rochester the most literate mid-sized city in the country. The Mayor charged a group of volunteers to craft a plan that would identify the most effective ways to increase our community’s understanding and commitment to make literacy a core value. After four years in development as part of the Administration, the RLM is now an independent community-supported effort.
