News Release - Mayor Duffy Announces Public Meeting to Present Port of Rochester Public Marina Development Plans

(Monday, April 26, 2010) - Mayor Robert J. Duffy announced a public informational meeting to discuss preliminary designs and plans for a new public marina project at the Port of Rochester. The meeting, to be held Thursday, April 29 at 6:30 p.m. in the Charlotte High School auditorium, 4115 Lake Ave., will provide an overview of the proposed project which includes phased construction of a new marina basin between Lake Avenue and the Port Terminal Building, a public promenade surrounding the marina, new street connections, and proposed mixed use development areas. The promenade will link the city’s existing river trail system to the marina and the Charlotte pier. The $16.6 million initial phase of the public marina, promenade and street infrastructure construction is projected to open the way for $89 million in mixed used development.

“The public marina and promenade project will make the Port of Rochester a true Great Lakes destination,” said Mayor Duffy. “With this project we are promoting Charlotte’s community and recreational assets while creating opportunities for private investment and exciting new market rate housing.”

The City has submitted required state and federal permit applications and is beginning the state’s environmental quality review process. In the coming months the City will prepare an environmental impact statement for the project and will work with permitting agencies including the New York State Department of Environmental Conservation and the U.S. Army Corps of Engineers to address potential impacts of the project. It is expected that the environmental review and permitting process will be completed in spring 2011. Initial Marina project construction could begin in fall 2011 and would likely be performed between fall and spring to minimize impacts on the summer season in Charlotte. Phase 1 Marina construction activities could be complete by fall 2013.

In addition to the April 29 public meeting, there will be several opportunities for public information and comment including a fall 2010 public hearing on the draft environmental impact statement for the project.
