Keeping City Service Provision Moving

The City of Rochester's Division of Equipment Services maintains a fleet of 1,300 on-road units, 574 off-road units, one maintenance facility, and a fueling facility. The division has a budget of $13.9 million. The fleets maintained by the Division service 1,602.1 lane miles of road. They plow 676.4 miles that boast an annual average of 100 inches of snow. They sweep 781 residential street curb miles and 277 arterial street curb miles. They also assist in the pick up of leaves that fall from approximately 70,000 city trees.

A Leader in Fueling

Equipment Services has a 92,000 square foot state-of-the-art facility, which includes a Production Control Center that gives the City the ability to spotlight the customer and moves us to the next level in customer service. In the early 1990's, the City became one of the first in New York State to have an on-site CNG fueling station along with a fleet of dedicated compressed natural gas (CNG) vehicles. Currently, our alternate fuel capable vehicles make up 61% of the fleet. In addition to providing fuel for all City vehicles, Equipment Services also currently has repair and fueling services agreements with two non-city customers. 

Focusing on Data and Performance Measurement

The need for data on the status of the fleet and its maintenance scheduling led the City to purchase CCG FASTER’s Fleet Management System. The data that extracted from the system has been vital to the fleet's success and is used in a quarterly scorecard that measures strategic objectives. Based on the scorecard's Key Performance Indicators, data shows that the Division is meeting its target for two of its largest customer’s fleets in fiscal years 2010, 2011, 2012 and 2013. Rochester Police Department cruisers and Refuse equipment are at 100% of the agreed upon availability.

In addition to internal reporting and measurement, the evolution of the web pages helps customers and external agencies understand the City's fleet operations and its dedication to professionalism and excellence. It provides access to policies and procedures, basic forms, and contacts. It also directs our customers to the FASTER online service request program.

In March 2011, Equipment Services completed Fleet Counselor Services’ Sentential World Class Certification program, an eye opening five-year journey into how the organization really functions and whether we follow best practice. The division scored an outstanding 97 percent; the highest score achieved by any fleet in the certification's existence. In this very challenging time, the fleet certification gives Equipment Services the edge to stay committed to its motto: “Yes, we can do this better, cheaper, and faster.”
