News Release

(Thursday, Dec. 15, 2011) – City of Rochester Neighborhood and Business Development Commissioner R. Carlos Carballada and City Councilmember Adam McFadden officially welcomed Fran’s Boutique to its new home today at 498 W. Main St. Carballada was joined by owner Frances Miller Sheppard to cut a ceremonial ribbon celebrating the grand opening of the new retail shop.

After retiring from her career as a nurse, Mrs. Sheppard decided she was interested in opening a boutique in the building she owns with her husband, Luvon Sheppard. Fran’s Boutique carries a variety of items including paintings, greeting cards, sculpture, clothing and jewelry from both national and international vendors.

“Fran’s Boutique will provide some very unique choices for shoppers in the neighborhoods surrounding West Main Street,” said Commissioner Carballada. “We are pleased that Mr. and Mrs. Sheppard have opened this one-of-a-kind retail destination in this neighborhood, and they are important parts of the revitalization of West Main Street.”

“We have always appreciated this area with its historical buildings,” Sheppard said. “We see a lot of potential for growth and diversity in the area.”
