(Thursday, Dec. 15, 2011) – Mayor Thomas S. Richards announced today that Chief Information Officer David Mayor has submitted a letter of resignation to pursue a new opportunity as the Chief Information Officer for the Minneapolis Public School District.

“Under David Mayor’s leadership, the Department of Information Technology has taken this administration to a new level of innovation, giving us the tools we need to improve customer service and government transparency while reducing the cost of operations,” Mayor Richards said. “It will be difficult to find a replacement of David’s caliber, but I congratulate him on this new opportunity and wish him the best of luck. He will be missed in Rochester.”

As CIO, Mr. Mayor leads the Department of Information Technology, which directs and manages the development, deployment and ongoing operations of all information technology services provided to City departments. He joined the City administration in September 2008 and has upgraded its technology suite across every function of the government.

IT advances under Mr. Mayor’s leadership include: a new Customer Relationship Management (CRM) system to plan and manage all citizen outreach campaigns; the new City website, which improves constituent communications and government transparency; system enhancements to support the sale of tax liens; systems support for the consolidation of parking functions and the creation of the new Department of Neighborhood and Business Development; the introduction of Process Systems and Integration (PSI), a strategic program to integrate and automate the City’s business processes and transactions; an improved data base for crime analysis; the launch of video surveillance cameras in high crime areas; improved inventory control and fee collection at the auto pound; and the Red Light Camera Traffic Enforcement System.

Mr. Mayor’s resignation is effective Dec. 31. He begins his new career in Minneapolis on Jan. 1. Mayor Richards has begun a broad-based search to find a new CIO.
