News Release - Mayor Richards Names New Bureau Leaders in Finance Department

(Friday, Jan. 6, 2012) – Mayor Thomas S. Richards today announced the appointment of two new bureau leaders in the Department of Finance.

Charles M. Zettek Jr. has been appointed as the City’s Purchasing Agent effective Jan. 3. He replaces Jesse Dudley, who has retired. John T. Cox has been named Deputy Director of Finance for Accounting, effective Feb. 6. He replaces James Barclay, who is also retiring.

“I am honored to appoint Charles Zettek and John Cox to these critical roles in our Finance Department,” said Mayor Richards. “As the challenges of this economy force us to reduce the cost of government, these gentlemen bring a wealth of experience that will help us find even more efficiencies in our operations. With their help, we can continue lowering our expenses without sacrificing the quality of our services.

“Congratulations are also in order for Deputy Mayor Leonard Redon and Finance Director Brian Roulin for conducting such a successful search to fill these positions. It is clear that they recognize the importance of these roles and found the very best candidates possible,” Mayor Richards continued. “Finally, I want to thank Jesse Dudley and James Barclay for their years of dedicated service to this community. I wish them both the best of luck in this next phase of their lives.”

Mr. Zettek was most recently the Vice President and Director of Government Management Services at the Center for Governmental Research. He held that position since 2000.

He was the Director of Purchasing for Rochester from 1982 to 1988 and was the Director of Purchasing for Monroe County from 1988 to 1992. Mr. Zettek worked in a variety of positions for the City from 1975 until he left to work for the County, including Assistant to the City Manager, Budget Analyst and Economic Development Specialist. He also has experience as a business owner, operating a public purchasing and management consulting firm from 1992 to 2000.

Mr. Cox comes to Rochester from the City of Binghamton government, where he served as the Director of Finance and Comptroller since 2007 and the Deputy Director of Finance since 2006. He also has more than 13 years experience in the private sector, including work for a certified public accounting firm in Johnson City, N.Y.

In Binghamton he oversaw the implementation of the Tyler Technologies Munis Financial Management software, which the City of Rochester adopted in 2011.
