RFP - Pre-Employment Psychological Testing For Law Enforcement Candidates

About the Project

The Rochester Police Department is soliciting proposals from qualified and licensed service providers for the performance of pre-employment psychological assessments for Police Officer, 911 Dispatcher I and 911 Telecommunicator candidates. These assessments are intended to provide the Police and Emergency Communications Department personnel with information regarding the suitability of individual candidates for Police Officer, 911 Dispatcher I or 911 Telecommunicator. This information will be used as part of the selection process for Police Officer, 911 Dispatcher I and 911 Telecommunicator. Other City of Rochester departments may execute separate agreements to utilize the services identified in the response to this RFP as needed and at the discretion of the individual departments.

Each proposal shall be based on clinical models which provide insight into candidates’ abilities to adjust to job demands which are unique to a law enforcement officer or to a 9-1-1 Center Telecommunicator or Dispatcher I career.

The Rochester Police Department has processed pre-employment psychological testing for approximately 100 candidates in each of the last three years. The Department typically hires one recruit class each year, and screens approximately 100 candidates for each class. The Emergency Communications Department has processed pre-employment psychological testing for approximately 50 candidates in each of the last three years.

This Request For Proposals is issued by the Rochester Police Department and the Emergency Communications Department. The Deputy Chief of Administration of the Rochester Police Department and the Director of the Emergency Communications Department are the only points of contact in the City of Rochester for the RFP.
