The Plan Review division of the
Bureau of Buildings & Zoning
is responsible for the review
of all construction documents
submitted for a building permit
in the City of Rochester. Plans
are reviewed for compliance with
the New York State Fire Prevention & Building
Code (Building Code, Fire Code, Mechanical
Code, Fuel Gas Code, Property Code, Plumbing
Code, Energy Code and the Residential
Code of NYS), Code of the City of Rochester,
and other reference codes such as NFPA,
ANSI/CABO, ASME, and the NEC.
In order to expedite the plan review,
multiple sets of construction
documents will be required for simultaneous
reviews. Plan review for large
commercial projects requiring multiple
reviews (Building, Plumbing, Electrical,
Elevator and Fire Department) will require three (3) complete sets
of construction documents. All residential
and small commercial projects
reviewed at the counter will require
two (2) complete sets of construction
documents. A complete set of approved
construction documents will be returned
to the applicant at the time of permit
issuance.
Please keep in mind that this office is
responsible for providing code review
and is not allowed to provide design
services. Applicants are responsible for
providing documents that provide sufficient
code information for a complete code
review. Required documents may vary based
on the project size and complexity.
The plan review division will also assist
with State Building Code Variances. Forms
can be obtained at the permit Counter
or by downloading from the Department
of State web site: www.dos.state.ny.us.
