The NSC Philosophy

NSC is based on the notion that the best way of responding to neighborhood issues is by teaming residents with city staff to devise and achieve effective solutions, supported by the full resources of “City Hall”. This approach brings City government closer to you and your neighborhood so quality of life issues can be addressed more quickly and effectively.

Protecting Our Quality of Life

How we enjoy our “home lives” can depend on a wide range of large and small details, ranging from nuisances to major issues, like crime or the delivery of basic services. Some problems we can take care of ourselves. Others require outside help. There are needs specific to your neighborhood and those shared community-wide. Together, those concerns affect our quality of life.

NSC teams corresponding to each of the 10 city sectors operate from four NSC offices. Their job is to help reduce and eliminate nuisances, help solve neighborhood problems and develop strategies in collaboration with residents for preventing problems from arising.

Now you can call the single phone number of a NSC Office nearby to report excessive noise, drug sales, disorderly persons and deteriorated properties, among other problems.

NSC Strategies

NSC is based on the notion that the best way of responding to neighborhood issues is by teaming residents with city staff to devise and achieve effective solutions, supported by the full resources of “City Hall.” This new approach aims at bringing City government closer to you and your neighborhood so quality of life issues can be addressed more quickly and effectively.

The NSC goal is to improve each NSC area’s quality of life by working with neighbors and groups to:

1. Identify Quality of Life issues within neighborhoods.

2. Prioritize identified issues so that limited resources are brought to bear on the most chronic or serious Quality of Life issues.

3. Develop and implement solutions to priority Quality of Life issues.

Your NSC Team - Your NSC team includes:

1. NSC Administrator and Police Lieutenant

These team leaders coordinate all NSC services at the neighborhood level. They are highly involved in neighborhood activities and collaborate with residents and groups to prioritize issues, set goals and map strategies.

2. Crime Prevention Officers (CPOs)

Key members of the NSC team, the CPOs focus on public safety complaints. They identify issues contributing to crime and devise proactive responses.

3. Neighborhood Conservation Officers (NCOs)

The NCOs let people know how to comply with local and state codes. They respond to complaints and report violations or hazardous conditions and can issue tickets leading to fines when property owners fail to correct coded violations.

4. Customer Services Representative

These “case managers” route problems to appropriate NSC team members and follow complaints through to resolution. They also assist the NSC Administrators and Lieutenants as office managers and respond to resident requests for information or service referrals.

5. Clerical Support

Clerical support personnel perform office duties and assist walk-in and phone customers with information.

•  Normal operating hours for the NSC offices are Monday through Friday, 8:00 am to 5:00 pm.  

• Crime Prevention Officers are on duty from 8:00 a.m. to 11:00 p.m., Monday through Friday.

• Calls to NSC Offices during off hours are taken by staff at the City’s 311 One Call to City Hall Service Center.. NSC Staff follow-up on these calls the following business day.

There are extended hours until 8:00 pm at following Neighborhood Service Centers:

Southeast Neighborhood Service Center
Mondays 8 A.M -8:00 P.M.

Southwest Neighborhood Service Center
Tuesdays 8 A.M -8:00 P.M.

NSC Service Response

It is important for residents to understand that NSC is not structured or staffed to be an immediate response agency to issues. Rather, NSC is designed to focus staff time and resources to resolving chronic issues, those that occur repeatedly, and therefore cause the greatest damage to neighborhood Quality of Life.
