Transforming Rochester’s downtown into a regional city center with safe and exciting entertainment, night life, cultural venues, housing and restaurants.

1Chevy Place

The reemergence of Center City continues with the development of Chevy Place. To clear the way for development, the City acquired the vacant contaminated property adjacent to a former auto showroom that is now a city landmark known for its distinctive Art Deco architecture. The property was cleaned up by the City and sold to a private developer to build and manage leased property. In addition, the City reconstructed the surrounding streets with wider sidewalks and trees to improve pedestrian access. The site now features 77 rental units and an upscale café.

Downtown Design Charrette

In May 2000, the Downtown Design Charrette, sponsored by Sector 5 Neighbors Building Neighborhoods, the Center City Alliance, and the Rochester Chapter of the American Institute of Architects-Urban Design Committee, was held in conjunction with the City of Rochester, to consider the future of downtown. The all-volunteer charrette attracted over 250 people. Over 45 architects and designers volunteered their services for a day of brainstorming and sketching. A total of 31 drawings and sketches were digitized and preserved for reference and will be incorporated into the vision for the Center City. Implementation activities currently underway include a Central Business District circulation study, Inner Loop redesign study, Center City design guidelines, Center City parking study and Center City master plan update.

Center City Signage

The city of Rochester has completed the concept design for a new Center City way-finding signage program. The new signage will help motorists find their way to over 40 Center City designations. Installation of the new signage is expected to begin in late 2002 or early 2003.


During the 24 month Phase 1 Implementation of the Plan, the City of Rochester invested $12,628,700 on municipal operations and programs in support of the “Center City” Campaign goals and policies.
