Increase
Customer Service Through E-Government
The City of Rochester has increased customer service and convenience
at a minimal cost through the introduction of e-transactions for
water bills, parking tickets and electrical permits. The service
will be expanded as consumer demand increases.
Mobile
Data Computers
The Rochester Police Department is implementing new mobile computer
technology in the police vehicles. At present, seven patrol vehicles
are equipped with on-board computers that provide for silent dispatch
and messaging. They also provide a platform for crime and incident
reporting, a searchable law database and access to other reference
materials.
POLICENET Activation
RPD’s ability to access real-time data essential for decision-making
was increased through activation of POLICEnet. POLICEnet increases
total efficiency, overall network reliability and combines the
resources of several former systems. The system reduces redundancy
of effort and reduces reliance on paper documents.
Extended Service Hours
As of August 2000, the Bureau of Buildings and Zoning extended
service hours for customers — at no additional expense and with the approval
of the union — by re-deploying existing staff resources.
Records Management System Conversion
In 2001, Phase One of the RPD Records Management System upgrade
accomplished the conversion of over a decade’s worth of criminal
and incident reporting data and records; as well as related image
conversion. The result is enhanced capabilities such as immediate
document image availability, faster entry and access, interfaces
for statistical requests and report generation. The potential has
been increased for increased data integration and resource sharing
across multiple platforms.

Preservation of Historic
Records
The City of Rochester received a $47,000 grant to preserve more
than 450,000 historic records at Mt. Hope and Riverside Cemeteries
using computer scanning and indexing. |

During the 24 month Phase 1 Implementation of the Plan, the
City of Rochester invested $80,280,600 on municipal operations and
programs in support of the “Quality Service” Campaign goals and
policies.
