The Plan - Campaign Eleven: Arts and Culture
 

bar2 Policy:
It is the policy of our city to support and promote arts and cultural events, activities and institutions in a way that establishes our city as a "world-class" cultural center, contributes to our community's life, vitality and growth and promotes citizen and business partnerships in using those resources to create economic development and community pride.
GOALS STRATEGIES
(A) Utilize our arts and cultural heritage and current assets as an economic development tool to create growth opportunities and a sense of community spirit and pride. 1. Implement policy of 1% allocation for arts program in capital construction projects.
2. Incorporate arts and culture into all city projects.
3. Support/enhance opportunities for artists to live, work & exhibit in the city.
4. Authorize the Arts & Cultural Council for Greater Rochester to serve as the city/county agent for cultural development, planning and promotion.
(B) Develop new and/or expanded venues for arts and cultural facilities, entertainment and activities throughout our city, including our diverse residential neighborhoods.
 
1. Support the development of a center city, multi-venue Performing Arts Center that would be a signature piece of architecture.
2. Create a standing Arts & Cultural Committee as part of City Council.
(C) Promote our community as the center for arts and cultural activity in our region. 1. Develop and promote cultural tours.
2. Redevelop High Falls Interpretive Center into a "Rochester Museum".
3. Develop new directional sign age from I-490, Inner Loop, Thruway to cultural attractions.
4. Locate information kiosks around the city with a directory of Rochester's arts and cultural institutions.
5.Develop a website containing broad based arts and cultural information and events calendar.
6.Mass media campaign emphasizing arts as an asset.
 
(D) Encourage citizens to actively support and participate in our diverse arts and cultural activities, in a way that encourages more interactions and builds and strengthens our community. 1. Educate citizens through neighborhood organizations, libraries, schools, Internet, mass media, etc. of cultural assets in their neighborhoods.
2. Develop aggressive campaign to establish art on public and private spaces throughout the City to include neighborhoods.
3. Fund/support diverse neighborhood festivals.
4. Enhance "Culture Builds Communities" program.
5. Develop a broad-based funding mechanism for the arts.
 
(E) Encourage our arts and cultural institutions to be partners with each other in the development and enhancement of our city becoming the region's arts and cultural center.
 
1. Promote a "theme" for city events.
2. Encourage the support of the arts through community-wide fundraising campaigns, i.e. "Give a dollar for the arts".
3. Promote and extend "gallery night" into a city-wide event.
4. Develop a "museum passport" of other collaborative initiatives within the cultural industry.
 
(F) Promote, enhance and protect our city's historic, cultural and educational resources as unique assets that contribute to our city's vitality and "sense of place."
 
1. Develop marketing "theme/strategy" to reflect the city as a "place for arts".
2.Research getting museums/galleries involved in the neighborhoods perhaps through an "adopt a neighborhood association" program and an "adopt a piece of art"
