The Plan - Campaign Six: Economic Vitality

097 Policy:
It is the policy of our city to promote an environment in which businesses can develop and flourish; to develop a diverse local economy that supports quality jobs, produces new product, service and technology innovations and high-quality business and personal services; and to create a highly skilled workforce that embraces creativity and our rich entrepreneurial spirit. We will also promote and pursue the management of our community identity as a world-class city in which to do business, as well as a highly desirable place to live, work and visit.

GOALS 

STRATEGIES

(1 & 2) 1. Promote a business support environment that facilitates the expansion and retention of existing businesses and the attraction and creation of new businesses with a special focus on the emerging high-technology industries.
2. Develop a business and financial environment that encourages businesses and individuals to build on our rich entrepreneurial spirit.


A. Form partnerships with major employers to increase, retain and grow opportunities in the city.
B. Target high-tech businesses that will provide the greatest economic development impact to the City of Rochester.
C. Provide adequate land and building space for businesses.
D. Form partnerships with existing Economic Development Organizations.
E. Promote and Market City Economic Dev. organizations.
F. Provide adequate incentive programs and initiatives for economic develop.

(3) Develop strong, economically viable and diverse neighborhood commercial areas that help to provide entry-level jobs, high-quality goods and personal services to our citizens, offer entrepreneurial opportunities and help increase our city's economic development and growth.


A. Establish neighborhood commercial development plans.
B. Form partnerships with neighborhood businesses.
C. Improve and strengthen the business skills of the operators in the neighborhood commercial districts.
D. Entice developers for specific development projects.
E. Provide adequate and appropriate physical infrastructure and an attractive physical environment that is conducive to businesses.
F. Identify/create a pool of qualified entrepreneurs to operate neighborhood retail and consumer businesses.
(4) Support a highly-skilled and highly-trained workforce that is capable of supporting a broad range of new and existing employment opportunities including those found in the many emerging, high-tech, local industries.

A. Ensure a trained work force exists that will meet the demand of job opportunities.
B. Use financial and technical incentives to train resident to encourage businesses to hire city residents.
C. Provide a quality working Environment that is conducive to highly skilled
D. Provide a quality living and social environment that is conducive to highly skilled and trained professionals.
E. Form alliances among the City, Educational and private industry with a special emphasis on maximizing the retention of college graduates.


(5) Promote the recognition, on the part of government, business, industry and employees locally, regionally, and nationally, that the Greater Rochester Community is a world class community in many areas such as imaging and optical technologies and precision manufacturing, and therefore a good place to locate as well as to stay.


A. Identify an effective theme to market our community in collaboration with other key community organizations.
B. Provide an integrated efficient effort to promote the Greater Rochester Community.
C. Increase the awareness of our local attributes among the citizens of our community.
D. Increase the awareness of our community attributes among targeted decision influencers nationally.

(6) Support and promote opportunities for shopping for residents and visitors at stores, businesses and personal shops within our city.


A. Determine the supply of products and services needed to meet the demand of residents and visitors.
B. Promote the products and services city businesses offer.
C. Promote the city as a safe place to shop.

(7) Encourage an integrated transportation system that is safe, efficient, and meets the transportation requirements of our businesses, industries and citizens.


A. Assist with finding efficient methods of transportation for City of Rochester residents and shoppers.
B. Coordinate efforts with the private sector on various transportation methods.
(8) Promote a low-cost energy delivery system with sufficient reliability and capacity to meet the current and future needs of our businesses and industries. A. Provide cost effective energy delivery to businesses.
B. Work with RG&E at packaging deals with effective cost reducing energy programs.
C. Focus efforts on reducing local Gross Receipt Tax.
