Policy:
It is the policy of our city to provide high-quality
services, programs, information and infra-structure to
our citizens in a way that is efficient, affordable, accountable
and takes into account the diverse needs of our citizens,
builds trust and understanding, is based on communication,
partnership and collaboration, and, where appropriate,
reduces demand for those services by encouraging citizen
self-sufficiency. |

(A)
Balance our citizens' needs for high quality services,
programs, information and infrastructure with a long
term understanding of their ability and willingness
to pay for them.

1) Increase
citizen awareness of purpose, limitations, cost and funding
of services.
2) Create channels of communication with citizens to help
prioritize services and public improvement projects. |
(B) Deliver
quality services, programs, information and infrastructure
to all our citizens in a timely, efficient manner that
responds to our citizens' customer satisfaction needs
as determined by periodic sample surveys or questionnaires.

1) Include
broad-based citizen involvement in all phases of service
planning.
2) Encourage joint use of public facilities. |
(C)
Develop and maintain a public utility system that provides
safe, reliable and adequate public services to our citizens
and to properties, in full compliance with federal and
state regulations.

1) Continuously
monitor and improve Rochester's public utility infrastructure
including: water, sewer and street lighting systems.
2) Continuously monitor and improve the public transportation
system and its impact on the community. |
(D)
Maintain city-owned buildings and facilities that are
attractive in appearance, in good repair and comply
with federal and state health, safety and accessibility
regulations.

1) Develop
and implement citywide building standards.
2) Increase sense of ownership of public facilities by
neighborhoods, City staff and other users.
3) Solicit funding to support existing City facilities
and additional enhancements.
4) Continue ADA compliance efforts.

| (E) Provide
an advanced and coordinated communications system that
adapts to emerging technologies and that serves the larger
public interest. |
1) Leverage
high-level communication technologies as an economic development
tool to stay nationally competitive as a vibrant urban
center.
2) Develop a City "Wide Area Network" (CWAN) to increase
communication capability.
3) Develop a regional communications infrastructure and
monitoring system encouraging joint use of facilities
to minimize adverse impacts on the environment.

| (F) Provide
a parks and recreation system and program that meets our
citizens' needs and demands and expands and safeguards
our urban forest. |
1) Assess
community needs regarding parks and recreation facilities,
services and programming.
2) Explore, develop and implement the most cost-effective
means of delivering services and programs.
3) Provide secure, efficient, and attractive parks and
recreation facilities
4) Safeguard and develop the City's park system and urban
forest and enhance river trails.

(G) Promote
efficient and economic delivery of private utility services
to businesses and residents in our community.
|
1) Establish
a role for the City to represent and advocate on behalf
of residents and business utility users.
2) Monitor and influence regulatory issues to promote
efficient delivery of private utility services.
3) Encourage utility companies to communicate and coordinate
future business.
4) Adequately plan to address future utility needs.
5) Continuously monitor and improve private transportation
systems (railroads, airlines, trucking, taxis, buses,
etc.) and their impact on the community.
