RFP - South Ave and Elmwood Ave

The City of Rochester Architecture and Engineering Bureau is requesting proposals from firms for engineering design services for the Sotuh Avenue and Elmwood Avenue Improvement Project.

This is a City of Rochester / County of Monroe 131K project which consists of improving
South Avenue (Elmwood Ave - Bellevue Dr.) and Elmwood Avenue (Mt Hope Ave - South Ave).

Street and Sidewalk - Recommendations for pavement treatment, width modifications and geometric changes as well sidewalk improvements to be determined during planning & preliminary engineering.
Water - South Ave (Elmwood - Reservoir) - Replace existing 8” CI main with new 12” PVCO and PE services. Elmwood Ave (Mt Hope Ave - South Ave) - abandon 6” main, transfer services to 12” main.
Street Lighting - Existing system is proposed to be replaced.
New street lighting improvements to be determined during planning & preliminary engineering.
Sewer - Replacement of receiving basins and repair/cleaning of laterals are proposed.
Sewer main improvements to be determined during planning & preliminary engineering.
Traffic - Existing signals within project limits to be evaluated.
Specific traffic improvements to be determined during planning & preliminary engineering.
Areaways - The project is to be reviewed for possible building areaways, vaults and window-wells within the project area be abandoned or rehabilitated.
Streetscape - Streetscape improvements to be determined during planning & preliminary engineering.

Pre-Proposal Meeting


A  pre-proposal meeting will be held as follow on February 19, 2019, at 9 AM in room 223B, City Hall, 30 Church St.

  • Deadline for Questions is 4 PM on February 21, 2019
  • This project does NOT contain Federal-aid

 One (1) electronic proposal and five (5) proposal hard-copies are to be submitted no later than Thursday, February 28, 2019 at 4 PM to:
