(Monday, Feb. 11, 2019) – Mayor Lovely A. Warren called
on members of the New York State Legislature’s Joint Budget Committee to adopt
progressive solutions to both state and local budgetary challenges by updating
outdated and unfair policies and supporting projects that are vital to
Rochester’s future.

The City has seen a $6 million decline in revenue from
the Gross Receipts Tax -- in part because Energy Service Companies are exempt
from the tax.
“The GRT has failed to keep pace and our cities are
suffering as a result,” Mayor Warren said.
In addition, she asked that if the state legalizes
marijuana, they also give cities the opportunity to tax sales – or ensure they
are subject to local sales taxes. This could provide Rochester with $1.2 to
$2.4 million annually.
“Such legislation must address the damage done to our
cities, our poorest neighbors and people of color. Your body has the
opportunity, and the obligation, to legalize marijuana in a way that benefits
those who suffered most under criminalization,” Mayor Warren told legislators.
She also called on legislators to address the disparity
between the City’s Aid to Municipality funding (AIM) – currently at $88.2
million, and the required $119.1 million maintenance of effort to the school
district.
“The Legislature must eliminate the inequity in AIM
funding that essentially makes Rochesterians second-class citizens in New York
State,” Mayor Warren told lawmakers, adding, “This inequity must end if
Rochester is truly going to remain a leader into the 21st century with more
jobs, safer and more vibrant neighborhoods, and greater educational
opportunities for our children.”
Lastly, Mayor Warren asked lawmakers to support key
capital projects such as Phase II of ROC the Riverway, which has become a critical
component of our region’s economic development strategy.
“These funds will support critical infrastructure
projects that will not only create jobs, but ensure that the Genesee River is
at the heart of our City’s future,” Mayor Warren said.
