RFP- RPR for Carter and North Project

The City of Rochester is seeking proposals from qualified Consultants to provide Resident Project Representation (RPR) services for the Carter Street / North Street Improvements project.


The proposed improvements include pavement milling and resurfacing, spot curb replacement/repairs, updates to ADA ramps, new pavement markings and adjustments to manholes and catch basins. Additionally lead water services will be replaced on Carter Street between Bernard St. and Delamaine Dr. and on North Street between Nash St. and Helena St. 90% plans are included with this RFP for reference purposes only.

Construction duration is anticipated as 7 months with construction occurring approximately between mid- June 2019 and late December 2019.

Scope of Work

The City is seeking the services of a Consultant to perform the following services to implement the Project. Respondent’s proposal shall address each of the following services, with a separate cost and timeline for each identified task. The proposal shall address each of the requested services, using the same identifying language, including any paragraph or section numbers or letters as used in the RFP.

Services would involve providing qualified RPR staff for a milling and resurfacing project. Services will include providing a full time NICET IV or III level or equivalent Resident Engineer and NICET I or II level or equivalent inspector(s) and support staff for the duration of the project as needed. The personnel would work under the supervision of a City project manager and perform technical duties associated with the project. These duties would include observation of: water service replacements; milling; asphalt paving; curb and walk placement; backfill, and minor utility operations.

Work would also include: field layout of new curb profiles to match existing site conditions; preparation of daily construction and quantity reports; preparation of monthly payment estimates; and coordination between the contractor and the City project manager.
