The City of Rochester Architecture and Engineering Bureau is requesting proposals from firms listed on the NYSDOT Region 4 Local Design Services Agreement (LDSA), for engineering design services for the Driving Park-Emerson-Jay Milling and Resurfacing Project.

Description

This project includes but not limited to improvements generally identified below.

Street Improvements

The scope of the work consists of milling and resurfacing existing pavement, including spot repair of the existing pavement base, resetting or installing new granite curbs as needed, sidewalk repair including the installation of accessible ramps as well as equipping existing ramps with truncated domes. Minor pavement widening and curb modifications including bump outs at one intersections are to be evaluated during planning and preliminary engineering phase.

Street Lighting

No street lighting improvements are anticipated for these streets.

Traffic Feature Improvements

It is proposed to replace existing traffic loops, install new pavement markings and signs (if necessary) within the project limits. Specific traffic improvements are to be determined during the planning and preliminary engineering phase.

Complete Streets Improvements

The City of Rochester Complete Streets policy shall be implemented where feasible. Bike lanes on Emerson St and improvements for the anticipated bike boulevard crossing on Driving Park Ave at Lark St shall be evaluated during the planning and preliminary engineering phase.

Streetscape

Improvements to existing tree pits to allow healthy trees to continue to grow without compromising the mainline sidewalks shall be evaluated.

Railroads

There are several railroad crossings within the project limits. Railroad work permits and/or agreements necessary to construct the project are anticipated.

Water Improvements

Basic adjustments of existing water valve covers and/or appurtenances is proposed. Water main improvements are to be determined during the planning and preliminary engineering phase.

Sewer Improvements and Drainage Improvements

Adjustment and/or replacement of catch basin frame and grates and manhole frame and covers are proposed. Adjustments shall be in accordance with the most current version of the City of Rochester Policy of Requirements for Utility Appurtenances Within the Public Right-of-Way. Other sewer upgrades are to be determined during the planning and preliminary engineering phase.

The Consultant shall develop the project in accordance with the Monroe County/City Project Scoping document.

Pre-Proposal Meeting


A pre-proposal meeting for interested consultants will be held at 3:00 p.m. on Thursday,
May 16, 2019
at City Hall Room 008A, 30 Church Street Rochester, NY 14614.
