RFP - High Falls Overlook Feasibility Study



The City of Rochester, through the Bureau of Architecture and Engineering, is seeking proposals from qualified Consultants for site feasibility planning and structural analysis related to developing the High Falls Overlook on the Genesee River.  Consultants will be engaged to prepare a study analyzing the suitability of using the former RG&E Station 4 as a scenic overlook, and public access routes to and from the overlook. 

The High Falls Overlook Feasibility Study is a Phase I ROC the Riverway project.  ROC the Riverway (RTR) is a bold and progressive plan to revitalize the severely underutilized Genesee Riverfront in the core of Rochester.  The RTR initiative represents years of planning and community engagement around a myriad of potential riverfront projects, culminating in a captivating and cohesive vision for revitalizing the City’s most significant natural asset.    

The former RG&E hydrostation (Station 4) at 275 St. Paul Street is a unique location along the downtown riverfront, with a spectacular view of High Falls and the Genesee River gorge.  Together with the City-owned properties adjacent to High Falls Terrace Park, these sites represent a tremendous opportunity to enhance public access and connectivity in the river corridor.  The study will need to examine options for the stabilization and re-use of the hydrostation as a significant new visitor attraction along the Genesee River.
