Description

The Rundel Memorial Library is a monumental building that sits prominently on the Genesee River in the heart of downtown Rochester. Built from 1932-1935 the building is an exceptional example of Depression-era architecture and was listed on the National Register of Historic Places in 1985.

The scope of work will include investigations, design, bid, and construction administration services, environmental review, and hazardous material survey and abatement design. The consultant shall provide services for all phases of the survey, scoping, design, bid, and construction administration of the repairs to the building structure and exterior improvements to the Rundel Memorial Library.

The consultant shall be responsible for identifying and prioritizing all current defects within the building’s envelope and structure. The consultant shall work with the City of Rochester stakeholders to provide a comprehensive phased approach to addressing the building’s exterior envelope needs.

The location of the building poses many challenges with its proximity to the river and no access for lifts on the terraces that surround the building. There is an upcoming terrace reconstruction project that is anticipated to be in construction concurrently with these exterior building repairs. The logistical required for simultaneous exterior construction on the same project site needs to be taken into account when developing the design and cost estimates, as well as account for construction costs in today’s competitive market.

Hazardous material testing reports will be made available to the selected consultant. While it is not a comprehensive report, it gives a good overview of the suspected materials that will be encountered during this project. The consultants shall include further hazardous material testing and abetment design.

The City of Rochester has significant documentation on the Rundel Memorial Library, including original drawings, reports, and documents from the past projects listed above in the history section.

The Rundel Memorial Library is listed on the National Register of Historic Places. All repairs will need approval from the State Historic Preservation Office (SHPO) and must preserve the historic nature of the building. The consultant shall include time to obtain and coordinate these approvals. Creative design approaches will be required due to the proximity of the river and the limited building access that contractors will have.

The consultant shall investigate opportunities for historic grant funding sources as part of the scope of services.
