RFP - 101-113 Franklin St. and 106 Pleasant St. (St. Joseph's Square)


The City of Rochester, through this Request for Proposals, seeks proposals from qualified developers/teams to purchase and creatively improve one site in the Downtown area. It is the City's intention to receive development proposals that will lead to the sale of the site to a developer who presents the best use and plan/layout of such use, and demonstrates the best financial capacity to undertake the proposed project. The 0.71 acre Site consists of two (2) tax parcels. It is located at 101-113 Franklin Street and 106 Pleasant Street, east of the Genesee River, within the Inner Loop, in the north end of Downtown.  The Site is generally bounded by Franklin Street to the east, Pleasant Street to the south, St. Joseph’s Park to the west and the Eritrean Community Center of Rochester and parking to the north. The Site is partially asphalt paved and partially grass-covered, and served by all public utilities as well as public street improvements including curbing, sidewalks, and overhead street lighting.
