The entire "A List" will be read prior to the meeting starting, if there are comments on the "B List" left unread after the hour expires those comments will be read at the conclusion of the City Council Meeting.

- Joint Public Hearings for the City of Rochester Budget and the Rochester City School District Budget will provide an opportunity for the public to address the City Council and the Board of Education with their thoughts and comments regarding the Proposed Budgets for both the City of Rochester and the Rochester City School District.

- In your comments please make sure you indicate which Legislative Item you wish to speak on, the four items for the Budget Joint Public Hearing are:
Int. No. 237 - Adoption of the Budget estimates for municipal purposes for the 2020-21 fiscal year, appropriation of sums set forth therein and approving commercial refuse fees
Int. No. 238 - Adoption of the Budget estimates for school purposes for the 2020-21 fiscal year and appropriation of sums set forth therein
Int. No. 241 - Local Improvement Ordinance – Street cleaning, street and sidewalk snow removal, and hazardous sidewalk repair commencing July 1, 2020 and expiring June 30, 2021
Int. No. 242 - Confirming the assessments, amounts and charges to be inserted in the annual tax rolls for the fiscal year commencing July 1, 2020 and expiring June 30, 2021
- This year advanced sign up is required for these Public Hearings, with a deadline of 1:00 PM on Wednesday, June 10, 2020. There will be three ways to participate in this Public Hearings:
- The first option is to send comments via email to council@cityofrochester.gov. Your email must include the subject line: Budget – Public Hearing. Please also include your first and last name, address, and phone number. A City Council Staff member will read your comments into the record during the Zoom live stream.
- The second option is to participate in the Zoom live stream. If you are available at 5:30PM, on June 10, 2020. Please email council@cityofrochester.gov to sign up. Your email must include include the subject line: Budget – Public Hearing as well as your first and last name, address, and phone number, as well as your request to make your comments live on the videoconferencing call. On the day of the Joint Public Hearings, you will receive information to join the Zoom live stream. At 5:30 PM, when you join, you will enter the Waiting Room of Zoom, and when it is your turn to speak, you will be let into the call. You will only be allowed to join the live stream if you login using the same first and last name you provided during signup.
- The final option is to leave a voicemail of your comments by calling 585-428-6175. To do this, simply state your name and follow with your remarks. Council staff will play the recording during Public Hearings. A staff member will call you back to obtain your first and last name and address.
- You will have 3 minutes to share your comments. If your send in written comments that exceed 3 minutes, only three minutes will be read, but the entirety of the comment will be shared with the Council and the Board of Education.

- Speak to Council is an opportunity for the public to address the Council on a topic they are voting on that month or express their opinion on any other topic. Speak to Council sessions are held the same day as the City Council Meeting at 6:30PM. There are three ways to participate in Speak to Council:

- Speak to Council is an opportunity for the public to address the Council on a topic they are voting on that month or express their opinion on any other topic. Speak to Council sessions are held the same day as the City Council Meeting at 6:30PM. There are three ways to participate in Speak to Council:
- The first option is to send comments via email to council@cityofrochester.gov. Your email must include the topic you are addressing, your first and last name, address, and phone number. A City Council Staff member will read your comments into the record during the Zoom live stream.
- The second option is to participate in the Zoom live stream. If you are available at 6:30PM, email council@cityofrochester.gov to sign up. Your email must include the topic you are addressing, your first and last name, address, and phone number. You will receive confirmation that you have been added to the “A” or “B” list prior to the meeting. On the day of Speak to Council, between 5:00 - 6:00PM, you will receive information to join the Zoom live stream. At 6:30 PM, you will be placed in the Waiting Room of Zoom, and let in when it is your turn to speak. You will only be allowed to join the live stream if you login using the same first and last name you provided during signup.
- The final option is to leave a voicemail of your comments by calling 585-428-6175. To do this, simply state your name and follow with your remarks. Council staff will play the recording during Speak to Council. A staff member will call you back to obtain your first and last name and address.
- If you wish to participate in Speak to Council, you must register using one of the three options by 3PM on the day of the meeting. No anonymous comments will be accepted – you must include all of the information listed, and present comments will not be aired if there is explicit or derogatory language included.

Operation of ATVs/Dirt Bikes Public Forum - The Public Forum will be held online, and can be streamed live on the Council's Facebook Page or YouTube Page.
- The Rochester City Council will host a public forum to give the community members an opportunity to voice their opinions on the significantly increased use of dirt bikes, ATVs and similar off-road vehicles on city streets. The public forum will be structured similarly to the Speak to Council sessions that currently take place on Zoom each month. Individuals interested in sharing their comments and concerns can sign up to participate live via Zoom or submit written comments via email. Those choosing to participate live will have three minutes to speak, while the first three minutes of all written comments received through email will be read aloud by a staff member. Participants are asked to refrain from using explicit or derogatory language and to address the Council with the same respect they would expect to receive.
- There are two ways to participate in the public forum:
- The first option is to sign up to participate in the Zoom live stream by calling (585) 428-7538 no later than 1:00 p.m. on the day of the forum. You will be asked to submit your first and last name, address, phone number, and email address. At 5:30 PM, you will be placed in the Waiting Room of Zoom, and let in when it is your turn to speak.
