The City of Rochester is seeking proposals from qualified Contractors (“Contractor(s)”) related to the implementation of a source separated organics (SSO) pilot program. These services will include the receipt and management of SSO collected at City of Rochester operated drop off locations, transportation of SSO to composting facilities, tracking of SSO quantities and reporting. Both the SSO transporter and the composting facility will need to provide documentation of the necessary registration and/or permits required by the New York State Department of Environmental Conservation (NYSDEC). Transportation of SSO (the “Project”) is the primary focus of this RFP as it is a critical component that is required for the implementation of the City’s pilot SSO drop-off program. The Contractor is strongly encouraged to include additional services such as consulting services for analyzing the pilot project results and recommending a larger-scale expansion of the project.
