 The City Council’s Finance Committee, chaired by Councilmember Mitch Gruber, will conduct an extensive public analysis of the Mayor’s proposed 2023-24 City budget.

The process will consist of individual public review sessions with each City department that will take place over a three-day period, May 24, 25 and 26. 

A joint public hearing will also take place on June 8 that will allow constituents to voice their opinions and offer comments on both the proposed City and RCSD budgets. 

The budget hearing process provides an opportunity for citizens and business owners to watch the Council’s in-depth review of the Mayor’s proposed spending plan.

Listed below is the budget hearing schedule for Thursday, May 25, 2023:

9:00 – 9:45 a.m.         City Council & Clerk, Police Accountability Board

9:45 – 11:15 a.m.          Neighborhood & Business Development 

11:15 a.m. – Noon       Department of Information Technology 

Noon – 12:45 p.m.      Lunch

12:45 – 2:00 p.m.         Rochester Fire Department

2:00 – 3:00 p.m.          Emergency Communications Department

3:00 – 3:15 p.m.           Break

3:15 – 4:00 p.m.           Library

4:00 – 5:30 p.m.          Rochester Police Department

 The May 25th budget hearings will be held in-person in the City Council Chambers at City Hall, 30 Church Street, Room 302A, beginning at 9:00 a.m. until 5:30 p.m.

In addition, the hearings will be streamed live on the Council's Facebook Page and YouTube Page, and will be broadcast live on City 12, the City's government access channel that is available to Spectrum Cable subscribers – Channel 1303.

There is no cost to attend.  The meetings are free and open to the public.


 Parking is available in area on-street parking lots and in the Sister Cities Garage, corner of Church and Fitzhugh streets.  Some metered on-street parking is also available.
