The City Council holds public hearings as required for specific legislative items on the agenda, as well as a monthly Speak to Council session.  These meetings are open to the public in order to allow an opportunity for constituents to voice their opinions, ideas, concerns or support for either legislation that the Council will be voting on that month, or any other issues that may be affecting the community.

Public Hearings and Speak to Council sessions take place in the City Council Chambers, City Hall, 30 Church Street, Room 302-A, generally on the 3rd Thursday of the month, beginning at 6:00 p.m.

For the month of April, public hearings will be held for the following pieces of legislation:

Introductory No. 91 – Local Improvement Ordinance reestablishing the East Avenue/Alexander Street Entertainment District and setting the assessment for special services for 2024-25 

Introductory No. 100 – Appropriating funds, authorizing agreements and amending the Official Map for the 2024 State Touring Route Milling & Resurfacing Project 

Introductory No. 105 – Local Improvement Ordinance establishing the operation, installation and maintenance costs of street lighting special assessment districts for 2024-25 

Introductory No. 106 – Local Improvement Ordinance for the care and embellishment of street malls for 2024-25 

Any person wishing to speak on any of these four matters may do so during the public hearing.  Advance sign-up to speak at public hearings is not required.

The Speak to Council session will begin immediately following the conclusion of the public hearings.

Advance sign up is required for citizens who wish to address the Council during the Speak to Council session.  All persons desiring to speak must signup no later than 4:30 p.m. on the day of the Speak to Council session. 

Constituents can register to speak by calling (585) 428-7538. Dependent upon the total number of speakers, individuals will be given a maximum of 3 minutes, or a minimum of 2 minutes, to share their thoughts.

 There is no cost to attend.  The meetings are open to the public.


 The City Hall parking lot has limited parking that is open to the public after 5:30 p.m.  Parking is also available on street, in surrounding surface parking lots, and at the Sister Cities Garage, corner of Church and Fitzhugh Streets.
