Project Overview:
The City has kicked off the planning, design, and construction of 20 miles of bicycle boulevards. The purpose of this project is to design and build all of the traffic calming elements, bicycle wayfinding signage, pavement markings, and changes to traffic flow along the designated routes. This project has been bid out and will be constructed during the 2021 construction season. Final plans can be reviewed here.
The main goals of this project are:
- Design traffic calming features that will reduce traffic volumes.
- Design traffic calming features that will reduce traffic speeds to average 20 mph or less.
- Increase safety at busy intersections for vulnerable road users.
- Reducing stopping and slowing where possible to reduce the effort required to bicycle along bicycle boulevards.
- Mill and Resurface parts of Averill Ave, Pierpont St, Tryon Pk, and Aberdeen St.
The bicycle boulevards were initially laid out with recommended concept-level traffic calming treatments in the 2015 Bicycle Boulevard Master Plan. This plan was used as guidance, but final treatments were based on budget and operational needs. The plan can be accessed at this link: https://www.cityofrochester.gov/bikeblvd/.

Consultation:
Bicycle boulevards are streets with low vehicle traffic volumes and speeds that are designed to prioritize bicycle travel and safety. Bicycle boulevards typically use signage, pavement markings, and various traffic speed and volume management methods to discourage through trips for drivers and create safe, convenient, and comfortable bicycle crossings at busy intersections. They are intended as a low-cost approach to create a network of bicycle-friendly streets for people across a range of ability levels.
The City of Rochester held 2 virtual question and answer sessions and a public meeting in November 2020.
