2021 Housing Development RFP

Introduction/Overview

The City of Rochester, New York is seeking proposals from developers, non-profits, and housing service providers (Developers) to increase the supply of quality rental and homeownership opportunities within the geographical limits of the City of Rochester.  Developers may respond to this RFP to competitively apply for gap financing, a Payment-in-Lieu-of-Taxes (PILOT), purchase of City-owned real estate, and/or City support of a project requesting assistance from New York State Homes and Community Renewal (NYS HCR), New York State Housing Finance Agency (HFA), or some other funding source. New this year, the RFP process will apply to developers of both affordable and mixed-income housing projects seeking City of Rochester benefits. Developers of of housing at all income levels should respond to this RFP if they plan to apply for any of the aforementioned benefits in the next year, but we encourage developers to reach out to the Housing Division to discuss proposed projects at any time.

Pre-Proposal Conference

On August 9, 2021, City staff held a Housing RFP Pre-Proposal Conference to present key elements of the RFP and provide Respondents with an opportunity to ask questions. Click here for a recording of the meeting.

Submission Information and Deadline

A complete electronic copy of the proposal must be submitted on a USB, jump drive, or via Dropbox or other file sharing website no later than 12:00pm on Friday, September 10, 2021. A USB or jump drive may be submitted to:
