City of Rochester News Release - Upcoming Public Hearings and Solicitation of Public Input 2024-25 Annual Action Plan & Substantial Amendments to 2017-18 and 2022-23 Plans

2024-25 Annual Action Plan  

(Wednesday, May 15, 2024) The City of Rochester is seeking community input regarding the use of federal funding from the U.S. Department of Housing and Urban Development (HUD). 

In accordance with the federal regulations at 24 CFR § 91.320, the City of Rochester has prepared a draft Annual Action Plan to guide its use of funds for the 2024-2025 program year from the U.S. Department of Housing and Urban Development (HUD) Community Development and Planning Program.    

The Consolidated Planning process is a requirement for direct financial assistance under certain HUD formula grant programs including the Community Development Block Grant (CDBG) program, the HOME Investment Partnerships (HOME) programs, the Emergency Solutions Grants (ESG) program, and the Housing Opportunities for Persons with AIDS (HOPWA) program.    

The 2024-2025 Annual Action Plan corresponds with the program year beginning July 1, 2024 through June 30, 2025, and identifies the activities that will be undertaken to address the priority needs and goals identified in the 2020-24 Five-Year Consolidated Plan. The City of Rochester will be receiving the following allocations from HUD for the period beginning July 1, 2024:  

  • CDBG $8,201,087  
  • HOME $2,340,323  
  • ESG $714,761   
  • HOPWA $1,132,150   
      

In addition, the City anticipates programming $250,000 in CDBG Program Income and $225,000 in HOME Program Income in its 2024-2025 Annual Action Plan. 

The draft 2024-2025 Annual Action Plan can be viewed on the City of Rochester’s Consolidated Plan project webpage:  www.cityofrochester.gov/ConsolidatedPlan2020 and at other locations listed below. The draft 2024-2025 Annual Action Plan is subject to change based on public comment received during the 30-day public comment period. 

Solicitation of Public Input:

The City is encouraging members of the public to provide public comments in response to the draft 2024-25 Annual Action Plan. In particular, the City is interested in receiving input from low- and moderate- income individuals, as they are meant to be the primary beneficiaries of HUD’s formula grant programs. The City is providing the opportunity to provide feedback in writing as well as at a series of public hearings. 

1st Public Hearing: 

An in-person public hearing was held March 18, 2024 from 6:30 to 8 p.m. at City Hall in City Council Chambers. City staff reviewed housing and community development priority needs and goals as identified in the overarching 5-year Consolidated Plan, the amount of assistance the City expects to receive, the range of activities that may be undertaken, development of proposed projects, and measures of past program performance. Attendees had the opportunity to ask questions and provide input on community needs and priorities. 30-Day Public Display and Comment Period: 

Copies of the draft 2024-2025 Annual Action Plan will be available for download or printing by request at the following locations on or by May 13, for the required 30-day public display and comment period:   

  • City Hall: 30 Church St. (Rm. 224-B);   
  • Northeast Neighborhood Service Center: 500 Norton St.;   
  • Northwest Neighborhood Service Center: 400 Dewey Ave;   
  • Southwest Neighborhood Service Center: 923 Genesee St.;   
  • Southeast Neighborhood Service Center: 320 N. Goodman St.; and,   

 Written comments will be accepted by the City during the public display and comment period. The City will consider comments received during the public display and comment period in preparing the final 2024-2025 Annual Action Plan. A summary of these comments, and a summary of comments not accepted and the reasons why, will be attached to the final Annual Action Plan for formal action by City Council and submission to HUD. Written comments must be received no later than 7 p.m. on Thursday, June 13 to be included in the finalized documents for final City Council approval.

 2nd Public Hearing:   

An in-person public hearing will be held May 22, 2024, from 6:30 to 8 p.m. at City Hall in City Council Chambers. City staff will review the draft 2024-2025 Annual Action Plan, including the proposed budgets for specific programs and anticipated community impact. Attendees will have the opportunity to ask questions and provide official comments in response to the draft Annual Action Plan.

 3rd Public Hearing:

City Council Action and Submission to HUD:   

The City anticipates bringing the 2024-2025 Annual Action Plan to City Council for formal Action on Tuesday June 18, 2024. The final 2024-2025 Annual Action Plan must be submitted to HUD no later than June 30, 2024.    

Substantial Amendments to the 2017-18 and 2022-23 Annual Action Plans  

In accordance with the federal regulations at 24 CFR § 91.320, and the City of Rochester’s Citizen Participation Plan, the City is in the process of substantially amending two prior Annual Action Plan documents that guide its use of funds for the 2017-18 and 2022-23 program years from the U.S. Department of Housing and Urban Development (HUD) Community Development and Planning Program.

The amendments are being proposed to facilitate timely spending of the grant funds before they expire. The Homeownership Assistance Program for Vacant Houses project encountered significant challenges identifying properties that fit the program scope. The Project Phoenix program could not meet federal eligibility requirements associated with CDBG funding. No other changes the Annual Action Plan documents are proposed.
