RFP – Professional Construction Management & RPR Services for Goodman Firehouse and Broad & Allen Firehouse Priority Facility Improvements Project(s) No. 22017 and 22018

The City is seeking the services of a Consultant to perform the following services to implement the

Project. Respondent’s proposal shall address each of the following services and identified tasks. The proposal shall address each of the requested services, using the same identifying language, including any paragraph or section numbers or letters as used in the RFP.

Services will involve providing a qualified Construction Manager (CM) / Project Representative (RPR) & Construction Inspection staff for the duration of the project(s). This includes, but not limited to: providing a full time Project Representative, construction inspection and support staff as needed.

The personnel would work under the supervision of a City project manager and perform technical duties associated with the project.  These duties would include but are not limited to observation of the work, quality assurance & control, submission of daily construction reports & photographs; review of contractor invoices & change orders; and coordination between the design engineer(s), contractor, agencies having jurisdiction, utility companies, the general public and the City project manager.  All other duties are as described in the Draft Professional Service Agreement for Professional Services included with this RFP. 

The Goodman Street Firehouse Project and the Broad & Allen Firehouse Project are being bid as two separate construction projects that will run concurrently but will be managed together by one Construction Manager / Resident Project Representative.

PROJECT DESCRIPTION

The scope of the work consists of a 675 sf single-story building addition as well as interior and exterior priority improvements and alterations to the existing 6,638 sf +/- single-story, masonry bearing wall and steel framed roof fire station with a structural reinforced concrete slab supported by grade beams and deep piles. The building was originally constructed in 1960, and is constructed on a former stone quarry site. The project renovations consists of two apparatus bays, office, lounge and kitchen space, as well as storage, bathroom, locker areas, fitness room and decontamination room for a single fire company; Engine 9. The project is located on a 1.96 +/- acre parcel of land and includes various site improvements, including pavement, earthwork, landscaping and utilities. The project is being partially funded by the United States Federal Government through the American Rescue Plan Act of 2021

(ARPA) Funds. All associated Federal Requirements for the ARPA funding apply to this contract. The work will be awarded under four (4) separate prime contracts including General Construction (Contract A), Plumbing Construction (Contract B), Mechanical Construction (Contract C) and Electrical Construction (Contract D) work.

PROJECT DESCRIPTION

The scope of the work consists of interior and exterior priority improvements and alterations to the existing 14,911 sf +/- single-story, masonry bearing wall and steel framed roof fire station. There is a partial basement under the western portion of the building which contains building mechanical, electrical and plumbing equipment. The building was originally constructed in 1955. The project renovations consists of five apparatus bays, office, lounge and kitchen space, as well as storage, bunk room and bathroom areas for two fire companies. The building also houses space for Battalion Chief Quarters. The building is historically significant and is eligible for listing as a historic building with the NYS Office of Historic Preservation. The project is located on a 0.65 acre parcel of land and includes minor site improvements. The project is being partially funded by the United States Federal Government through the American Rescue Plan Act of 2021 (ARPA) Funds. All associated Federal Requirements for the ARPA funding apply to this contract. The work will be awarded under four (4) separate prime contracts including General Construction (Contract A), Plumbing Construction (Contract B), Mechanical Construction (Contract C) and Electrical Construction (Contract D) work.
