Mayor Evans Delivers “Prosperity Budget” that Cuts Tax Rates, Bolsters Services, Boosts Growth and Vitality
(Friday, May 10, 2024) – Mayor Malik D. Evans today presented a proposed fiscal year 2024-25 City of Rochester operating budget that makes historic cuts to property-tax rates, increases investments in strategic initiatives, and continues the City’s commitment to critical service delivery.
“The budget I am presenting today is a Prosperity Budget because it accelerates the pace of Rochester’s return to growth and prosperity and protects those who are at risk of falling behind,” said Mayor Evans. “Rochester is growing, our neighborhoods are gaining value, and our residents are amassing unprecedented wealth for the first time in generations. I am proud of this budget because it builds on that momentum while also lifting and supporting our most vulnerable residents.”
The budget includes a 37.7 percent reduction in the residential property tax rate and a 27.8 percent reduction in the commercial rate, which Mayor Evans was able to do by holding the property tax levy flat following this year’s quadrennial re-valuation of all city properties.
The proposed budget calls for total spending of about $697 million, an increase of about 1.4 percent over the current budget. It calls for no increases in service fees for refuse, recycling and local works. A water-rate increase of about $1 per month funds continued, much-needed upgrades to Rochester’s aging water infrastructure.
The budget funds critical investments in innovative programs and services that are contributing to the city’s return to growth, rising property values and improved economy. To help residents navigate this change, funds are included to promote enrollment in New York State’s recently increased property-tax exemptions.

Evans presentó hoy una propuesta de presupuesto operativo para la ciudad de Rochester para el año fiscal 2024-25 que realiza recortes históricos a las tasas de impuestos a la propiedad, aumenta las inversiones en iniciativas estratégicas y continúa el compromiso de la ciudad con prestación de servicios críticos.
"El presupuesto que presento hoy es un Presupuesto de Prosperidad porque acelera el ritmo del retorno de Rochester al crecimiento y la prosperidad y protege a aquellos que corren el riesgo de quedarse atrás," dijo el alcalde Evans. “Rochester está creciendo, nuestros vecindarios están ganando valor y nuestros residentes están acumulando una riqueza sin precedentes por primera vez en generaciones. Estoy orgulloso de este presupuesto porque construye ese impulso y a la vez ayuda y apoya a nuestros residentes más vulnerables.”
El presupuesto incluye una reducción de 37.7 por ciento en la tasa de impuestos a la propiedad residencial y una reducción de 27.8 por ciento en la tasa comercial, lo que el alcalde Evans pudo lograr al mantener el impuesto a la propiedad sin cambios luego de la revaluación cuadrienal de todas las propiedades de la ciudad de este año.
El presupuesto propuesto exige un gasto total de alrededor de $697 millones, un aumento de alrededor del 1.4 por ciento sobre el presupuesto actual.
