Voice of the Citizen Budget Survey 2013

As the City of Rochester plans its budget for fiscal year 2013-14, Mayor Thomas S. Richards invites the public to provide input either in person at one of the four scheduled Voice of the Customer (VOC) public sessions in March and April, or using the form below.

Below are eight topic areas the public is invited to discuss at the VOC sessions. Each topic includes a definition of the issue and some possible expense reductions and revenue increases that are under consideration to close this year’s $29 million budget gap.

Mayor Richards welcomes your input via this online form by selecting the proposed changes that are most favorable to you. You may also provide written comments on any of the topic areas.

Taxes, Fees and New Revenues

Definition: Property taxes levied on residential and commercial/industrial properties, as well as fees paid by property owners for water, refuse, snow and ice control as well as other environmental services.

Police Services

Fire Services

Pensions: Response to Increasing Expense

Definition: The City’s pension expenses are required by N.Y. State law, or mandate. The City faces an increase in pension costs from $46,600,000 to $52,100,000 (11.8% increase) in 2013-14.

Definition: CDBG Fund Reductions would eliminate or reduce: Emergency Assistance Repair Program; Home Rochester–Acquisition, Rehab, Resale to low-income families; Demolition of Vacant Houses Funding; Lead Rehab Funding; Youth Program; Neighborhood/Planning Activities; Economic development loans/grants; Commercial/business assistance; Fire department equipment

HOME Fund Reductions would eliminate or reduce the following programs: Housing Development; Affordable Housing; Buyer Assistance; Homebuyer Training
