City Council and City Clerk Rochester's City Council governs the City of Rochester through the enactment of local laws, ordinances and resolutions. City Council consists of nine members elected to overlapping four-year terms. The President of City Council is elected by members of City Council. The Office of the City Clerk maintains the official records of the proceedings of City Council and the licensing unit receives applications and payments for various licenses and permits. Library

Library

Library The Rochester Public Library enriches quality of life by providing educational, recreational, aesthetic and informational materials, services and programs to help people follow their own lines of inquiry and enlightenment. The Library consists of the Central Library, which includes Monroe County Library System support services and Community Services, which includes the city branch libraries. In accordance with New York State Education Law, the Library is governed by an eleven-member Board of Trustees. The Mayor appoints trustees, with the approval of City Council, for five-year terms.
