About the Project
The City of Rochester is seeking a qualified consultant to prepare elements of the Consolidated Plan for 2015-19. The Plan must follow those guidelines established by the United States Department of Housing and Urban Development. The Consolidated Community Development Plan is a requirement of the U.S. Department of Housing and Urban Development. It brings together into one consolidated submission the planning and application requirements for the federal Community Development Block Grant, HOME Investment Partnerships, Emergency Solutions Grant and Housing Opportunities for Persons with AIDS programs.
The consultant will develop a Consolidated Community Development Plan (Con Plan) for the City of Rochester, pursuant to federal laws, regulations, and guidelines. The Con Plan should be a dynamic, user-friendly document rich in imagery, maps, charts/diagrams, and other graphics. It must outline a clear path forward for addressing various community development issues in the City.
