Notice is hereby given that the City of Rochester is holding a public hearing to solicit public input to inform the development of the 2022-23 Annual Action Plan. This plan puts forward the annual budget for federal entitlement funding from the US Department of Housing and Urban Development (HUD). This includes 4 distinct grant streams including the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Solutions Grants (ESG) and Housing Opportunities for Persons with AIDS (HOPWA).


The City is also soliciting input in response to a proposed amendment to the Citizen Participation Plan put forth in the 2020-2025 Consolidated Community Development Plan. The amendment would enable the City to continue to utilize video conference tools such as Zoom and Teams to conduct public meetings and hearings required to solicit public participation to inform the development and approval of 5-Year Consolidated Plans, Annual Action Plans, Consolidated Annual Performance Evaluation Reports, and amendments to such plans/documents.
