News Release – City Announces Development Opportunity at Port of Rochester

(Tuesday, Oct. 24, 2023) – Mayor Malik D. Evans today released a request for proposals (RFP) for the development of 4752 Lake Ave., an approximately 2.8-acre vacant parcel at the Port of Rochester in Charlotte.

“This parcel represents an outstanding business opportunity at a prime waterfront location that is surrounded by nearly $30 million in nearby public and private investments,” said Mayor Evans. “We are seeking a partner who has the vision and a plan to build on the progress we have made and enhance the beauty and vitality of the Charlotte community. Few if any locations offer the wealth of possibilities that this site offers.”

The site is adjacent to the 84-slip Port of Rochester Marina, a newly constructed riverfront promenade with enhanced pedestrian amenities and overlooks, and benefits from the nearby reconstruction of North River Street and improvements to the Port Terminal Building and Ontario Beach Park. The parcel fronts Lake Avenue’s well-traveled commercial corridor that features popular eateries and other establishments and is close to several residential areas and tourist attractions.

Development at the Port of Rochester has been guided by more than two decades of planning, as reflected in the City's Local Waterfront Revitalization Program (LWRP). The plan includes recommendations to transform the area’s extensive and unique waterfront resources and historic and cultural assets into a regional tourism destination that maximizes economic, environmental, and recreational benefits.

The neighbors of the Charlotte Community Association (CCA) and the Community Design Center of Rochester conducted a community charrette and visioning process to encourage public input into the site’s transformation. CCA Board President Tom Bruce said, “The Charlotte community continues its enthusiasm and excitement for a new development at 4752 Lake Avenue. We look forward to working together to further establish the Port of Rochester as a year-round community to live, work, and play."
