(Wednesday, Nov. 8, 2023) – Mayor Malik D.
Evans today announced that he has named Suzanne P. Warren as the City’s new
Director of the Office of Management and Budget, effective Jan. 1, 2024. Warren
currently serves as the Assistant Director of the office. She will take over
the role from Michael T. Burns, who will step into the position of Deputy
Mayor.
“I am confident that Suzanne is the right person to continue the City’s
long and proud legacy of fiscal responsibility and excellent budget
management,” said Mayor Malik D. Evans. “She is a proven and strong leader and
has the expertise to serve as the City’s primary custodian of its finances.”

“I want to thank Mayor Evans for the opportunity to become the City’s
Budget Director,” said Warren. “I’m proud to serve the citizens of Rochester
and look forward to continuing to collaborate with our City team to make the
Mayor’s priorities and vision a reality.”
Warren brings more than 27 years of experience in finance and budget at
the City. She has served as a member of the Management and Budget Department
since 2001, serving as the Assistant Director since 2012. During her tenure,
she has served on the labor negotiating teams, the City’s Labor Management
Healthcare Committee, and the Operating Practices Board for the 911 Center, and
helped to implement the first Citywide retirement incentive.
She earned a Bachelor of Arts degree cum laude in accounting from the
