Regulating traffic control devices

The Traffic Control Board regulates matters relating to traffic within the City of Rochester, including: stop signs, traffic signals, turn restrictions, on-street parking regulations, one-way signs, adult school crossing guard locations, weight limit restrictions, speed limits, geometric changes, and detour signs.

For urgent issues or to report a problem

Monroe County Department of Transportation maintains traffic signals and traffic signs on all city streets. For problems relating to traffic signals or signs, call MCDOT at 585-753-7700.

Inquiries, concerns, or requests

Individuals with inquiries, concerns, or requests about traffic control devices or parking regulations should email or call the City's Transportation Specialist at the contact listed below, Monday through Friday, between 8 a.m. and 4:30 p.m. They will address your issue and work with you on the appropriate process for getting changes made. In some cases, a petition may be required. 

For construction projects

If you wish to present an item concerning road or sidewalk closures in support of a construction project before the board, you need to fill out a DES Permits application. They will ensure your item is appropriate for the Board to review and will work with you to ensure your item is addressed at the earliest possible TCB meeting. 


The Traffic Control Board meets twice a month on the 1st and 3rd Wednesdays starting at 9:15 am. Meetings are held via Zoom (free online meeting software) and in person at City Hall, room 300B. They are open to the public. To attend a meeting please email or call the City's Transportation Specialist at the contact below. They will also provide you with a Zoom link for the meeting.
