Fall 2023 Affordable Housing Development RFP

Introduction/Overview

 The City of Rochester, New York is seeking proposals from developers, non-profits, and housing service providers (Developers) to increase the supply of high-quality affordable rental and homeownership opportunities within the geographical limits of the city of Rochester.  Developers may respond to this RFP to competitively apply for gap financing, a Payment-in-Lieu-of-Taxes (PILOT), purchase of City-owned real estate, and/or an official City letter of support for projects requesting assistance from New York State Homes and Community Renewal (NYS HCR), New York State Housing Finance Agency (HFA), or other funding sources.  Projects will be ranked and then scored with like projects in one of two categories: (1) affordable rental housing and (2) homeownership projects.  Developers of affordable housing should respond to this RFP if they plan to apply for any of the aforementioned benefits in the next year, but we encourage developers to reach out to the Housing Division and Zoning to discuss proposed projects at any time.

Pre-Proposal Conference

On Tuesday, September 5, 2023 at 3:00pm City staff held an Affordable Housing Development RFP Pre-Proposal Conference via Zoom to present key elements of the RFP and provide Respondents with an opportunity to ask questions. For a recording of the session, click here>>>

Submission Information and Deadline

A complete electronic copy of the proposal must be submitted on a USB, jump drive, or via Dropbox or other file sharing website no later than 12:00pm on Friday, September 29, 2023. Please submit your proposal no more than one time, using only one submission method.
