835-855 WEST MAIN STREET & 42 YORK STREET – EPA MULTIPURPOSE GRANT APPLICATION BULL’S HEAD BROWNFIELD OPPORTUNITY AREA (BOA)

Introduction  

The City of Rochester is applying for grant funding to complete Environmental Assessment and Environmental Cleanup projects at two City owned properties located at 835-855 West Main Street and 42 York Street, respectively. This competitive grant application is part of the United States Environmental Protection Agency’s (USEPA) Brownfield Grant Program which if awarded can provide up to $800,000 in funding for activities related to repositioning brownfield sites that are currently negatively impacting the communities they are located within.  835-855 West Main Street and 42 York Street are properties that were acquired by the City on October 31, 2018 and December 15, 2016, respectively, as part of the Bull’s Head Revitalization Project and the Bull’s Head Urban Renewal Plan.  Both sites are located within the Bull’s Head Brownfield Opportunity Area.  Additional information on the Bull’s Head Revitalization Project, Bull’s Head Urban Renewal Plan, and Bull’s Head Brownfield Opportunity Area community planning processes can be found here: https://www.cityofrochester.gov/BullsHeadRevitalization/


 Site Background Information 

 835-855 West Main Street:

835-855 West Main Street is approximately 4.22 acres and is currently the location of an 85,599 sq. ft.  building and paved parking lot, known locally as Bull’s Head Plaza.  Former uses on the site include laundry, dry cleaners, machine shop, auto sales, and a machine manufacturer.   The site includes soil and groundwater contaminated with chlorinated volatile organic compounds (CVOCs) as well as fill and soil contaminated with heavy metals and semi-volatile organic compounds (SVOCs).

42 York Street:

42 York Street is approximately 0.48 acres and is currently an unused paved open lot.  The site was formerly developed with residential structures and parking areas.   The site contains fill material, including ash layers that are considered a regulated industrial waste, as well as fill and soil contaminated with heavy metals and SVOCs.
