Marriage Ceremonies at City Hall

 *Due to the COVID-19 outbreak and declared State of Emergency in the City of Rochester, along with guidance from the Monroe County Department of Health, effective Monday, November 23, 2020, the Rochester City Clerk’s Licensing Office, Room 100A, will be open from 9:00 a.m. to 2:00 p.m., Monday - Friday.  We appreciate your patience.

 The Office of the City Clerk now provides virtual civil marriage ceremonies.

Virtual Civil Marriage Ceremonies

Who Can Be Married?

  • Couples, age 18 and over, possessing a valid New York State marriage license can be married by the City Clerk, by appointment only.  
  • Virtual Civil ceremonies can only be performed for couples (18 years or older) who are physically located within the city limits of Rochester at the time of the ceremony.
  • Virtual civil ceremonies are available Monday through Friday, 10 a.m. - 3 p.m.

**Witnesses (18 years or older) for the ceremony should also be physically located within the city limits of Rochester at the time of the ceremony.

Ceremony Fee and Scheduling of Virtual Civil Ceremony

As of July 2, 2018: $75 - upon review and approval of the marriage ceremony request, you will be emailed a link to pay for the marriage ceremony using a credit card (Visa or Mastercard) or debit card with the Visa or Mastercard logo, as well as, an email confirming the date and time of the virtual civil ceremony via Zoom.
