On-street parking

The City of Rochester Bureau of Parking oversees the installation, use and repair of mechanical parking meters and electronic pay stations on City streets.

Parking meters are in service from 8 a.m. to 6 p.m. on weekdays.

Parking is free at all meters at all other times, including weekends and legal holidays*. During special events such as parades, festivals, fireworks, or during street construction, meters may be bagged to prohibit parking.

 New Year's Day, MLK Jr. Day, Presidents' Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving, Christmas Day.

Mobile parking information

Select pay stations and parking meters will display a blue decal with information on how to pay by app or text.  

 How it works: 

  • To pay-by-app, users download the Flowbird App to their mobile phone from the Apple Store or Google Play or visit www.flowbirdapp.com.  Once signed up and logged in, users simply enter their vehicle license plate number, length of stay, and encrypted payment information. There is a $0.35 processing fee. 
  • To pay-by-text, the user sends a text to the number displayed on the pay station or parking meter at their parking location. The user will receive a text reply that directs them to a secure link to enter the vehicle license plate number, length of stay, and encrypted payment information to start the parking session. There is also a $0.35 processing fee. 

Drivers can still pay for parking using a credit card or coins at pay stations and parking meters. 

Users paying by mobile device will not have to display the electronic pay station receipt on their vehicle's dashboard. Parking enforcement will scan the vehicle’s registration to ensure parking compliance.

Call the City’s Traffic Control Board at 585-428-6695.  There are no fees associated with this service.

There is a $20 per space per day fee for meter bagging. Before calling to have a meter bagged, please read our Meter Bagging Policy.

Request bagging of a parking meter 

To report a broken or inoperable parking meter, call 311 (outside city limits, call 585-428-5990) or request this service online. We will need to know the address where the meter is located as well as the parking meter number, which can be found stamped on both sides of the meter.
