Rochester City Council held on hearing on June 11, 2020 and approved Final 2020-2024 Consolidated Plan documents on June 16, 2020. You can download the four Final 2020-2024 Consolidated Planning documents by clicking the links below:

BACKGROUND

As a jurisdiction that receives funding directly from the U.S. Department of Housing and Urban Development (HUD), the City of Rochester is required to develop a Consolidated Plan to inform its use of annual HUD funds, which include the following four programs:

Many of the activities that these HUD programs can fund are recommended activities in the City’s newly adopted Comprehensive Plan, Rochester 2034 (adopted November 2019). Therefore, the City’s Consolidated Plan is a key implementation tool for Rochester 2034.

CONSOLIDATED PLANNING PROCESS

The City conducted initial community and stakeholder outreach to inform the development of draft consolidated planning documents in January and February of 2020.

At the request of neighborhood leaders, a fifth workshop was also held with Neighborhood Leaders to discuss the 2020-2024 Consolidated Plan on February 24 at City Hall.

Since Rochester 2034 relied on extensive community and stakeholder engagement, and because the 2020-2024 Consolidated Plan is a key implementation tool for Rochester 2034, input from Rochester 2034 was also carried over to inform the development of draft consolidated planning documents.

DRAFT CONSOLIDATED PLANNING DOCUMENTS

DRAFT DOCUMENT 30-DAY PUBLIC DISPLAY AND REVIEW PERIOD

All draft consolidated planning documents were available for public review and comment for 30 days from April 25 through May 24, 2020.  Due to the Coronavirus pandemic, the City developed several ways for the community to engage, learn more about the project, and provide their comments on the draft documents before they were brought to City Council:

  • Made a video recording of a presentation with an overview of the 2020-2024 Consolidated Plan project and how to provide input that could be viewed at the community’s convenience. You can view the recording HERE and review the slide deck HERE. 
  • Created a way for community members to submit their questions about the project and draft documents. City Staff published answers to all questions received. You can read answers posted on May 6th HERE and answers posted on May 20th HERE .
  • Hosted a Live Q & A Session via Zoom on Monday, May 18 from 5-6pm. You can find a recording of the session HERE.
  • Created an online comment form where community members could submit comments on the draft documents. Comments were accepted from April 25 through May 24, 2020 and all comments received were included in the Participation Index in the Final 2020-2024 Consolidated Plan.
