2020-2025 Consolidated Community Development Plan

The U.S. Department of Housing and Urban Development (HUD) requires cities to prepare a plan in order to receive federal housing and community development funding. The City of Rochester has begun preparation of its plan, the 2020-2025 Consolidated Plan. The five-year Consolidated Plan is intended to inform the City's housing and community development goals, and serves as the following: 

  1. A planning document that builds on a process that involves citizens, organizations, and businesses 
  2. An application for federal funds under HUD's formula grant programs, including the Community Development Block Grant (CDBG), the Home Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA)
  3. A strategy to be followed in carrying out HUD programs
  4. A tool for assessing performance and tracking results

The 2020-2025 Consolidated Plan is a key implementation tool for the goals and strategies identified in Rochester 2034, the City's comprehensive plan. The community input for this plan will be carried over into the Consolidated Plan community input process.

Additionally, the City is required to analyze any obstacles to fair housing that may exist in our community. This involves updating the City's 2015 Analysis of Impediments to Fair Housing Choice (AI) and using it to identify appropriate actions for how to overcome any identified obstacles. Public Meeting

A public meeting is scheduled for Wednesday, January 22 from 6:00 – 7:00 pm. The meeting will be held in the Phillis Wheatley Library, 33 Dr Samuel McCree Way.

Stakeholder Workshops

Please join us at any one or more of the following Stakeholder Workshops. The purpose of these workshops is to evaluate existing programs through the lens of Rochester 2034 and brainstorm improving those programs and/or developing new programs.
